    Research Ethics 2.0:New Perspectives on Norms, Values, and Integrity in Genomic Research in Times of Even Scarcer Resources

    Research ethics anew gained importance due to the changing scientific landscape and increasing demands and competition in the academic field. These changes are further exaggerated because of scarce(r) resources in some countries on the one hand and advances in genomics on the other. In this paper, we will highlight the current challenges thereof to scientific integrity. To mark key developments in research ethics, we will distinguish between what we call research ethics 1.0 and research ethics 2.0. Whereas research ethics 1.0 focuses on individual integrity and informed consent, research ethics 2.0 entails social scientific integrity within a broader perspective of a research network. This research network can be regarded as a network of responsibilities in which every stakeholder involved has to jointly meet the ethical challenges posed to research. (C) 2017 S.     Eliciting policymakers' and stakeholders' opinions to help shape health system research priorities in the Middle East and North Africa region

    Evidence-informed decisions can strengthen health systems. Literature suggests that engaging policymakers and other stakeholders in research priority-setting exercises increases the likelihood of the utilization of research evidence by policymakers. To our knowledge, there has been no previous priority-setting exercise in health policy and systems research in countries of the Middle East and North Africa (MENA) region. This paper presents the results of a recent research priority-setting exercise that identified regional policy concerns and research priorities related to health financing, human resources and the non-state sector, based on stakeholders in nine low and middle income countries (LMICs) of the MENA region. The countries included in this study were Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine, Syria, Tunisia and Yemen. This multi-phased study used a combination of qualitative and quantitative research techniques. The overall approach was guided by the listening priority-setting approach, adapted slightly to accommodate the context of the nine countries. The study was conducted in four key phases: preparatory work, country-specific work, data analysis and synthesis, and validation and ranking. The study identified the top five policy-relevant health systems research priorities for each of the three thematic areas for the next 3-5 years. Study findings can help inform and direct future plans to generate, disseminate and use research evidence for LMICs in the MENA region. Our study process and results could help reduce the great chasm between the policy and research worlds in the MENA region.     Validation of the Arab Youth Mental Health scale as a screening tool for depression/anxiety in Lebanese children

    <p>Abstract</p> <p>Background</p> <p>Early detection of common mental disorders, such as depression and anxiety, among children and adolescents requires the use of validated, culturally sensitive, and developmentally appropriate screening instruments. The Arab region has a high proportion of youth, yet Arabic-language screening instruments for mental disorders among this age group are virtually absent.</p> <p>Methods</p> <p>We carried out construct and clinical validation on the recently-developed Arab Youth Mental Health (AYMH) scale as a screening tool for depression/anxiety. The scale was administered with 10-14 year old children attending a social service center in Beirut, Lebanon (N = 153). The clinical assessment was conducted by a child and adolescent clinical psychiatrist employing the DSM IV criteria. We tested the scale's sensitivity, specificity, and internal consistency.</p> <p>Results</p> <p>Scale scores were generally significantly associated with how participants responded to standard questions on health, mental health, and happiness, indicating good construct validity. The results revealed that the scale exhibited good internal consistency (Cronbach's alpha = 0.86) and specificity (79%). However, it exhibited moderate sensitivity for girls (71%) and poor sensitivity for boys (50%).</p> <p>Conclusions</p> <p>The AYMH scale is useful as a screening tool for general mental health states and a valid screening instrument for common mental disorders among girls. It is not a valid instrument for detecting depression and anxiety among boys in an Arab culture.</p

    A call to advance and translate research into policy on governance, ethics, and conflicts of interest in public health: the GECI-PH network

    Efforts to adopt public health policies that would limit the consumption of unhealthy commodities, such as tobacco, alcohol and ultra-processed food products, are often undermined by private sector actors whose profits depend on the sales of such products. There is ample evidence showing that these corporations not only try to influence public health policy; they also shape research, practice and public opinion. Globalization, trade and investment agreements, and privatization, amongst other factors, have facilitated the growing influence of private sector actors on public health at both national and global levels. Protecting and promoting public health from the undue influence of private sector actors is thus an urgent task. With this backdrop in mind, we launched the “Governance, Ethics, and Conflicts of Interest in Public Health” Network (GECI-PH Network) in 2018. Our network seeks to share, collate, promote and foster knowledge on governance, ethical, and conflicts of interest that arise in the interactions between private sectors actors and those in public health, and within multi-stakeholder mechanisms where dividing lines between different actors are often blurred. We call for strong guidance to address and manage the influence of private sector actors on public health policy, research and practice, and for dialogue on this important topic. Our network recently reached 119 members. Membership is diverse in composition and expertise, location, and institutions. We invite colleagues with a common interest to join our network

    The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) provides life-saving humanitarian aid for 5¡4 million Palestine refugees now entering their eighth decade of statelessness and conflict. About a third of Palestine refugees still live in 58 recognised camps. UNRWA operates 702 schools and 144 health centres, some of which are affected by the ongoing humanitarian disasters in Syria and the Gaza Strip. It has dramatically reduced the prevalence of infectious diseases, mortality, and illiteracy. Its social services include rebuilding infrastructure and homes that have been destroyed by conflict and providing cash assistance and micro-finance loans for Palestinians whose rights are curtailed and who are denied the right of return to their homeland

    The concept of order is often neglected in the study of conflict – seemingly such a ‘disordering’ process. With the recent increase in the examination of rebel governance however, bringing order back into our understanding of rebel and insurgent groups has much to offer in exploring the everyday politics which connect authorities, rebel movements and the population itself, in a complex mass of intersubjective and power-based interactions and negotiations. Rebels both shape and are shaped by existing forms of order in complex and ongoing ways. This article explores how varying elements interact in the negotiation, framing and enforcement of order and develops an original analytical framework to examine the perpetual negotiations of rebel movements in their attempts to cement their control

    Development from below: an exploratory study of the concept and process of development from lay people\u27s point of view

    This thesis introduces a new perspective on development in Lebanon, that of lay people in rural communities. Lay views have been missing from development literature and practice around the world. Development projects which emphasise economic development and infrastructure are often described by development professionals in terms of their achievements and tangible benefits. However, concerned researchers are dissatisfied with the outcomes of many development projects and their effects on people and their environments. The perspectives of the recipients of development projects is the topic of this research. In Lebanon, funds for development projects during and after the recent war (1975-90) have stressed economic development and infrastructure. The governmental and non-governmental agencies carrying out these programs are driven by donor accountability and the need to apply for further funding. As a result, they have tended to overlook longer term social needs. A significant omission in official development reports are the views of project beneficiaries. It is this omission that this thesis seeks to remedy. The study provides an ethnographic account of people\u27s viewpoints on development in two typical rural villages in Lebanon. They are situated in Akkar which has received much development assistance over the past two decades. The ethnographic approach, similar to that used in anthropology, was used for its ability to uncover in-depth information using multi-methods of data collection. The thesis presents a detailed description of the layout and social organisation of the two villages. In many respects, these do not differ significantly from descriptions in the earlier literature which dates from the 19th century, although outside contacts, for employment, education and political activity are now more frequent. Villagers were asked about their views of development, what they valued about their village and their experience of development projects. Their views were found to reflect their gender and position in the village hierarchy. The male leaders, who see themselves as initiators of development projects and use them to further their political ambitions, hold similar views to development professionals and use the same vocabulary. Other, less powerful men and the women hold different views, use different vocabulary and tend to talk more about the Hi-effects of projects. The religious leaders espouse an Islamic viewpoint which is similar in some ways to that of the women but their activities mirror those of the other male leaders. No development project which has been undertaken in either village could be considered to have been successful. A detailed investigation of a water project in one of the villages shows why this is so. Lack of success has to do with factors internal to the village, as well as the project approach favoured by development agencies. The findings indicate that there are gaps in development practice at both a state and development agency levels. Complex village social relationships, particularly internal and external power relationships, affect development projects and outcomes. These favour involvement of key male figures in development initiatives rather than all the community. Such issues point to the need for training in gender awareness and participatory approaches for the professionals as well as the need for equitable resource distribution at a countiy level.
